Sounds of the City........

the above is an article about a proposal issued by mayor bloomberg in nyc to curb the sounds of the city. one particularly interesting part is the following,
"ΒΆ Barking dogs would have 5 minutes to cease yapping at night, and 10 minutes during the day. (Currently there is no time limit.)"
my question is this, because dogs live the life relatively of 7 years for every human year, does this noise ordinance mean that humans will only be able to yell 42.857 seconds in a stretch during the night and 85.714 seconds in a row during the day? and if so, how long do the dogs and humans have to be quiet for during the intervals of silence? lucky we dont have these rules in israel..........;^)
